Contact ContactThe Greater Montreal Climate Fund is launching its third call for projects aimed at supporting transformative, mobilizing, and innovative initiatives to reduce greenhouse gas emissions in the Greater Montreal area. Ideally, these projects should be replicable and scalable for the benefit of communities in the region.
This call for projects provides for a total grant budget of $250,000, with a maximum eligible amount of $50,000 per project.
Important dates

- September 22, 2025, from 2:00 p.m. to 3:00 p.m.: Virtual information session
- October 30, 2025: Closing date for project submissions
- November 2025: Review and selection of projects
- December 2025: Payment of the first amount

Eligible organizations
Organizations eligible to apply:
- Nonprofit organizations;
- Universities, colleges, and educational institutions;
- Municipal organizations;
- State-owned corporations;
- Registered charities.
Ineligible organizations
Organizations that are not eligible to apply:
- Political parties;
- Private for-profit organizations;
- Financial institutions;
- Organizations wishing to use the funds for partisan activities or political lobbying (federal or provincial).
Eligible projects
The Climate Fund’s mission is to accelerate the decarbonization of Greater Montreal. For this reason, all funded projects must directly and concretely contribute to accelerating the reduction of GHG emissions in Greater Montreal, in a spirit of fair and equitable transition.
Selected proposals must demonstrate a potential impact that extends beyond the duration of the project. They must also have a structuring effect and complement the initiatives or recommendations of other stakeholders in Greater Montreal.
To be eligible, a project must:
- Be conducted in one or more of the 82 municipalities of the Montreal Metropolitan Community, or in the territories of Kanesatake and Kahnawake;
- Lead to GHG emission reductions over the next 10 years, and estimate the expected reduction using a credible methodology;
- Be replicable and have the potential for scaling up;
- Have the financial support or promise of financial support from at least one other partner (the organization submitting the application may be considered);
- Incorporate an equitable and inclusive approach;
- Demonstrate socio-economic co-benefits for the community (e.g., health, safety, quality of living environments, resilience, or adaptation to climate change);
- Produce a report on the project, at least part of which may be made public.
The Climate Fund can finance initiatives at different stages of a project’s implementation cycle, from the pilot phase to scaling up.
Ineligible projects
As part of this call, the Climate Fund will not consider:
- Projects without measurable and/or projected reductions in GHG emissions;
- Projects involving conferences, forums, or training;
- Exclusively academic projects or research;
- Projects aimed at designing action plans or methodologies;
- Projects aimed at redistributing funding obtained in the form of grants/rebates to other organizations;
- Projects aimed exclusively at the acquisition, purchase, or financing of fixed assets and infrastructure;
- Building renovations or any new construction or installation of technological equipment that cannot be scaled up or replicated;
- Projects aimed exclusively at the operational costs of infrastructure, electric vehicle charging, or public transportation.

Preferred projects
This year, the Climate Fund wants to support bold initiatives that push the boundaries of traditional climate solutions and offer new models for GHG reduction to inspire and transform our communities.
By “innovative project,” we mean:
- Unprecedented or uncommon approaches;
- Original adaptations and/or scaling up of existing solutions;
- Pilot or experimental projects;
- Models that could be replicated or scaled up.
Innovation can also be:
- Social (e.g., new models of participatory governance);
- Organizational (e.g., unprecedented cooperation between sectors);
- Financial (e.g., innovative financing models).

Amounts and conditions for granting the subsidy
As part of this call for projects, the Climate Fund has allocated a total subsidy budget of $250,000. Proposals submitted may not exceed $50,000.
Maximum share of the grant in relation to the total cost of the project
The grant may cover up to 80% of the total project costs. A minimum of 20% of the project costs must be covered by matching funds or in-kind contributions that do not include federal funding sources.
Non-monetary or in-kind contributions (e.g., salaries) may be used as matching funds provided that they constitute a verifiable expense.
Eligible costs
The subsidy paid by the Climate Fund can be used for all verifiable expenses directly related to the project.
Eligible are:
- Expenses directly related to the project and incurred after the signing of the grant agreement by the Climate Fund;
- Administrative costs related to the project, provided they do not exceed 15% of the amount of the grant awarded.
Ineligible costs
Not eligible:
- Fundraising costs;
- Costs associated with preparing the funding application;
- Taxes, interest charges, or non-recoverable financing costs;
- Expenses related to the applicant organization’s operations that are not related to the project submitted;
- Any expenses incurred prior to the date of signing the grant agreement with the Climate Fund.
Payment method
Funding will be disbursed in two parts, as follows:
- 80% upon signing the grant agreement
- 20% upon receipt of the project report
A short project report describing the results achieved and a brief budget summary for the project must be submitted no later than one month after the end date of the funded project.

Evaluation criteria
Projects will be selected based on the following criteria:
- GHG reduction potential: the project results in GHG reductions or has clear GHG reduction potential, and is based on a credible and reasonable GHG quantification methodology.
- Structural project: the project has a significant long-term impact. It engages the commitment of several stakeholders.
- Integration of equity and inclusion principles: the project aims to be inclusive and equitable in its approach. It takes into account and identifies its impacts on vulnerable populations affected by climate change in its implementation and planning.
- Cross-cutting benefits: the project brings additional benefits other than GHG emission reductions, such as improved health and safety, conservation of natural environments, community resilience or adaptability, or changes in practices and behaviors.
- Potential for replication and scaling up: The project can be replicated or scaled up within the CMM territory, and its results will be accessible once the project is completed.
- Leverage effect of the project: the project is supported and/or funded by other organizations.
- Budget and schedule: The budget is realistic for completing the project and achieving its objectives.
- Team and organization: The organization(s) leading the project have the organizational resources and expertise to carry out the project.
Good to know: The Climate Fund will take into account the support or involvement of organizations, stakeholders, or individuals from the community in projects.

- Optional: attach up to two other relevant documents at the end of the form (e.g., letter of support from another organization)
- Confirm submission of complete file

What types of projects are not eligible?
Several types of projects are not eligible:

Are projects that have already begun eligible?
Yes, an organization can submit a funding application for a specific phase of a project.
Is there a maximum duration for the project?
There is no maximum duration for projects. The Climate Fund analyzes projects on a case-by-case basis.
How strict are the expectations regarding GHG reduction calculations?
The Climate Fund’s main mission is to reduce GHG emissions in the Greater Montreal area. The GHG reduction potential of projects is therefore a key criterion for project selection. However, at the preliminary stage of the project, beneficiaries are primarily expected to be able to:
- Identify the main sources of emissions targeted,
- Make a preliminary estimate of the expected reductions,
- And to demonstrate that their project is part of a credible strategy to reduce GHG emissions.
The sponsoring organization may also rely on GHG reduction demonstrations enabled by similar projects.
If a project is only partially located within the territory of the Montreal Metropolitan Community (CMM), is it eligible?
Yes, as long as the grant application only covers the part of the project that takes place within the CMM’s territory.
Can an organization submit multiple projects?
Yes, an organization may submit multiple projects.
Is it possible to modify an application after submitting it?
No, it is not possible to modify an application after it has been submitted.
What types of expenses are eligible?
Eligible expenses are those directly related to the implementation of the project and that meet the Climate Fund criteria. For example, eligible expenses may include:
- Professional fees (studies, engineering, specialized consulting services related to the project);
- Costs of purchasing goods and equipment necessary for the implementation of planned activities;
- Labor costs directly related to the project;
- Training costs related to the operationalization of the project;
- Communication and awareness-raising costs directly related to the project;
- Travel expenses necessary for the implementation of activities (in accordance with standard policies).
