The Greater Montreal Climate Fund is looking to support the deployment or scaling up of initiatives that reduce greenhouse gas emissions while generating positive impacts for communities across Greater Montreal.
This call for projects offers a total funding envelope of $250,000. Submit your application by October 16 at 11:59 p.m. for a grant of up to $50,000, and join a movement of organizations accelerating a just and equitable climate transition in Greater Montreal.

*These organizations cannot directly receive a grant but may be partners in the proposed project.

The Greater Montreal Climate Fund focuses its interventions on the main greenhouse gas-emitting sectors, while also supporting cross-cutting levers that can accelerate the transition.

Eligible projects
Submitted projects must:
- Result in direct and/or projected greenhouse gas emission reductions that can be quantified using a credible methodology
- Fall within one or more of the following areas of intervention: low-carbon buildings and infrastructure, sustainable mobility and urban logistics, energy systems, or the circular economy (see the Target sectors section for details)
- Be carried out within the territory of the Communauté métropolitaine de Montréal, which includes Kanehsatà:ke et Kahnawà:ke
- Demonstrate potential for scaling or replication
- Have financial support, or a commitment of financial support, from at least one other partner.*
*The Greater Montreal Climate Fund’s contribution may not exceed 80% of the total project cost. The remaining funding must come from one or more sources other than a federal government program, or be provided by the applicant organization through a financial contribution or in-kind staff time contribution.
Ineligible projects
Under this call, the Greater Montreal Climate Fund will not consider projects that:
- Do not include measurable direct and/or projected GHG emission reductions
- Are conferences, forums, or training initiatives
- Are exclusively academic or research-based projects
- Aim to develop action plans or methodologies
- Aim to redistribute the funding received in the form of grants or rebates to other organizations
- Are exclusively intended for the acquisition, purchase, or financing of capital assets or infrastructure
- Involve building renovations, new construction, or the installation of technological equipment that cannot be scaled or replicated
- Are exclusively intended to cover operating costs related to infrastructure, electric vehicle charging, or public transportation

Evaluation criteria
On what basis will my project be evaluated?
Evaluation criteria
Projects will be selected based on the following criteria:
- GHG reduction potential: The project delivers GHG emission reductions or demonstrates clear potential to do so, supported by a credible and reasonable methodology for quantifying emissions.
- Structuring impact and leverage: The project has significant long-term impact, engages multiple stakeholders, and is supported and/or funded by other organizations.
- Potential for replication and scaling: The project can be replicated or scaled across the CMM territory, and its results will be made accessible once the project is completed.
- Organizational capacity: The organization or organizations leading the project have the resources and expertise required to carry it out successfully. The budget structure and timeline are realistic and aligned with the project objectives.
- Cross-cutting benefits: The project supports a just climate transition by integrating principles of equity, inclusion, and reconciliation. It demonstrates socio-economic co-benefits for the community, such as health, safety, employment, quality of living environments, resilience, and climate adaptation.
Good to know: The Greater Montreal Climate Fund will consider the support or involvement of local community organizations, stakeholders, or individuals in the proposed projects.
Payment terms
What are the payment terms?
Grant amounts and conditions
Under this call for projects, the Greater Montreal Climate Fund has allocated a total funding envelope of $250,000. Submitted proposals may not exceed $50,000.
Maximum grant share of the total project cost
The grant may cover up to 80% of total project costs. At least 20% of project costs must be covered by matching funds or in-kind contributions that do not include a federal funding source.
Non-monetary or in-kind contributions, such as salaries, may be used as matching funds provided they are verifiable expenses.
Eligible expenses
The grant provided by the Greater Monteal Climate Fund may be used for all verifiable expenses directly related to the project.
For example, eligible expenses may include:
- Professional fees, such as studies, engineering, and specialized consulting services related to the project
- Costs for purchasing goods and equipment needed to implement the planned activities
- Labour costs directly assigned to the project
- Training costs related to project implementation
- Communication and awareness-raising costs directly associated with the project
- Travel costs required to carry out activities, in accordance with standard policies
- Administrative costs related to the project, provided they do not exceed 15% of the grant awarded
Ineligible expenses
Ineligible expenses include:
- Fundraising costs
- Costs associated with preparing the funding application
- Non-recoverable taxes, interest charges, or financing costs
- Expenses related to the applicant organization’s operations that are not connected to the submitted project
- Any expense incurred before the grant agreement is signed with the Greater Montreal Climate Fund
Payment schedule
Funding will be paid in two instalments, as follows:
- 80% upon signing the grant agreement
- 20% upon receipt of the project report
A short project report describing the results achieved and including a project budget statement must be submitted no later than one month after the funded project’s end date.

Are projects that have already started eligible?
Yes, an organization may submit a funding application for a specific phase of a project that is already underway.
Is there a maximum project duration that must not be exceeded?
There is no maximum duration for projects. The Greater Montreal Climate Fund assesses projects on a case-by-case basis.
How rigorous should the GHG reduction calculation be?
The Greater Montreal Climate Fund’s primary mission is to reduce GHG emissions across Greater Montreal. A project’s GHG reduction potential is therefore a central selection criterion. At the preliminary project stage, applicants are primarily expected to be able to:
- Identify the main emission sources targeted.
- Provide a preliminary estimate of expected direct and/or projected reductions, including a description of the methodology used.
- Demonstrate that the project is based on a credible GHG reduction approach.
The lead organization may also rely on GHG reduction evidence from comparable projects.
If a project takes place only partly within the territory of the Communauté métropolitaine de Montréal (CMM), can it be eligible?
Yes, provided that the grant application covers only the part of the project that takes place within the CMM territory.
Can an organization submit several projects?
Yes, an organization may submit several projects.
Is it possible to modify an application after submitting it?
No, it is not possible to modify an application after it has been submitted.
Is it possible to submit an application using a method other than the web form?
