The main objective of the FCGM is to finance and support projects that will accelerate the reduction of GHG emissions in the CMM, in a spirit of just and equitable transition for all of its communities.
Successful proposals should demonstrate a potential impact that extends beyond the duration of the project, should have a structuring effect and should complement relevant initiatives or recommendations of other actors in the Greater Montreal area.
The project’s leverage effects and its community-mobilizing effect will also be considered. For example, a project carried out in partnership and/or supported by the community will be considered more favourably in obtaining funding.
To qualify for funding, projects must:
- Be carried out within the 82 municipalities of CMM’s territory;
- Result in greenhouse gas emission reductions and/or projected reductions over ten years;
- Be replicable and have the potential to be scaled up within the CMM;
- Demonstrate other socio-economic benefits to the community (e.g., equity, community resilience, reconciliation, health and safety, quality of living environments, etc.), which endure;
- Produce data which is accessible and public in some form.
We encourage applicants to actively involve organisations or locals who are part of the community in their project. Applicants who can demonstrate involvement or support from the community are encouraged to do so (e.g. by attaching a letter of support from community members to the application form).
The following activities are not eligible under this call for proposals:
- Projects with no measurable or projected greenhouse gas emission
reductions ;
- Redistribution of funding in the form of grants/discounts to other
organizations;
- Expenses related to the applicant organisation’s general operations
and functioning rather than to the project submitted;
- Projects of acquisition, purchase and/or financing of fixed assets and infrastructure;
- Building renovation projects, new construction projects, technology
installations that cannot be scaled up or duplicated;
- Operational costs for electric vehicle charging infrastructure, public
transit or shared mobility services.
